The Auditor General just released a damning report highlighting terrible mismanagement and unethical conduct in the contracting process around ArriveCan. It now appears that the app cost nearly $60 million, and the Auditor General notes that it is “impossible to determine the actual cost of the application”. GC Strategies, the company that got this juicy contract, actually was involved in the development of the requirements for the contract!

Here's what happened.

In October, a bombshell article was published by the Globe and Mail alleging misconduct in government IT contracting arrangements. And then it surfaced that the RCMP is currently investigating allegations of systemic corruption in the government’s contract awarding process.

At the core of the issue is the problem of awarding lucrative contracts to IT staffing firms which don't actually do any IT work themselves — IT staffing firms that simply subcontract the work out to other IT staffing firms, each taking a cut of 15 to 30 percent of the total worth of the contract.

During committee investigations we found out that résumés were falsified and augmented. There have even been allegations of contractors having “dirt” on government officials and leveraging that to obtain government contracts.

The main company in this scandal is GC Strategies, a two-man operation that has received millions in government funding since 2017. No one wants to tell us who awarded them the contracts. Senior government officials came to committee to accuse each other of lying. 

It recently came to light via the government's procurement watchdog that the Liberals' contracting system is broken. It is designed to give preference to well-connected insiders and it actually encourages companies to charge the government higher prices.

Corruption, lies, and cover-ups.

Now, all of a sudden, the Liberals are trying to prevent the Parliamentary investigation from continuing. They want to shut down the committee investigation before it has finished, and stop us from hearing from more witnesses until the government’s own ‘internal investigation’ is complete.
